Which way is it facing? if its facing forward that could be your problem as when the boats running the fuel is pushed to the back and your clunk is then sucking in air,switch it round or switch to an iv bag setup.As regards the plastic shroud yes bad idea to remove it as it aids cooling.Im happy to help no worries,i hope you get it sorted.
