WA 167 Carb tuning, HELP!!

I have a quick question about a WA 167 (11.11 mm)carb. I'm setting the H and L needles at 1 1/2 turns to tune. When it's cold it runs for a mintue then dies. try to resart it, won't restart again until I get carb wet. then dies shortly after. But if I hold her wide open it will run all day. I'm some what new to tuning carbs so I don't quiet have the ear for it yet:S I'm prob making some rookie mistake. What does it sound like to you all? too rich, too lean? Just a little more info: when I rev it up the return line looks to get a vacume (shrinks a little), is that normal? I fogged gasket, and isolator block with starting fluid just to make sure there is no air leaks and there wasn't. Anyone feel free to chime in!! -Ed
P.S. the carb is on a 25cc weed eater engine
