QuickDraws use a external pulse line - (the hose to bottom of carb he was talking about in post #1 - wouldn't matter if you blocked pulse hole as it uses external line

Hey guys was going to get back to you .I found 2 lose bolts that hold the - block- together .As in Randy's check list poor compression. It was so mild out yesterday and i was hoping this was the problem that everything got unpacked and hauled outside.Reset the old carb to the suggested settings and after a few pulls had a prime . Cleaned the plug off a few times and it sounded better than it ever had.
So just to get this straight if i put the new carb on and use the old plate does it matter about a pulse hole in the gasket.

no hole in gasket - most likely the carb you had just needs cleaning and some new gaskets - perhaps a new vacuum hose

should look like below (from Daniel Place)

The X'ed out ones are not used in our WT's.
For the pump section you have two choices if you have this kit. One is just use the blue #5 on the carb with the gasket #2 over it then the cover.
But what you may not realize is you have another better choice. That is laying the black #4 flapper down on the body then put the beige #3 over it to get your fuel pump diaphram then top it with the #2 gasket and then the cover. The #4 and #3 together make up what was one beige originally in the carb.
On the other side with the four screws always put down your #1 gasket then the #6 needle metering diaphragm then the cover.
