No you do not want to bring the right tab down unless to prevent torque roll or to give MORE gripping in the turns. With what you have told us so far, I think I would try bringing the rudder back to behind the prop and sharpening the prop. The rudder extension can always be removed if it doesn't help or makes it worse, but I really think it will help. My XXX Outerlimits was doing the same thing with the rudder in close like you have it. Not as bad, but was still doing it. As for the CG, before you start drilling new holes and new flex cable, etc...try a wet towel in the nose to get about 30%. If that helps, then you can move the engine. Take it one step at a time though. Well do the first two, which are to sharpen the prop and extend the rudder. Run it and see. Then add the wet towel in the nose and see what that does also.
